Skill Gains vs Skill Training

Hi I'm really enjoying the beta but I wanted to make an observation with this week's testing:

Since you can now get random skill gains for doing things it makes it harder to use the skill trainer system since it can only do things in .5 increments. I'm not sure if this was an intentional thing (and I'm sure it's an overall net positive for people).

To that effect, does locking skills actually work for the story based characters? And if so can one still use skill training? I assume you would have to unlock it to do so in that case.

I admit I wish I had asked sooner honestly because now I'm stuck at 99.7 in Eval Int and I'm not sure what actions raise it in NL.

My "Evaluating Intelligence" is stuck at 89.7. No matter how much magic I use, it doesn't go up. My other wizard-related parameters are at 90, but the storyline is stuck.

In this case, it looks like I need to make 0.5 points expendable to increase 0.3.
