What's best build for new Ozzy will be used for the spawn and defending against raiders...

Uo-Cah has a write up on WF Ozzie builds. It's admittedly very tight on points but they do have 2 PvP builds there. I don't think there are enough points on it to go PvE so if you use one of their PvP builds you likely won't be able to do a whole lot of the spawn (ie no area attacks / whirlwind) and if you go for a PvM build they might not be super effective defending given targeting multiple things with the area attacks. Probably going to have to pick one.
