Masteries are based on real skill values. Can use them at any skill but they are not very good below 100 skill.

Dont you need 90 skill to use mastery?

Yes that is correct. At 90 you can use and you get smaller passive buffs and active buffs/abilities cost a lot.Xris said:Dont you need 90 skill to use mastery?
