Carpentry BoDs and skill level question

I know that in order to get large Carpentry BoDs you need a minimum carpentry skill level of 70. But does that also apply to the small BoDs that the large BoDs use? None of my characters with 30 carpentry skill have gotten one of those small BoDs. Only my GM carpenter gets them. If level 70 is not required what level is?

I'm not sure if it still applies, but at one time you would never get a BoD that the character couldn't fill, they were a useful way of training the skill.

low level - wooden box, wooden shelf
50s - wooden bench & wooden throne
70 or higher - all others

i do get some of the musical instruments around 60 or so
