As far as I know only for the "Miner's XXXX Map" reward.
If claimed in Fel it will be a Fel location with the double resource bonus.
If claimed in Fel it will be a Fel location with the double resource bonus.

I believe you get increased fame when turning in BOD's in Fel over Tram.

You get a bonus turning them in Trammel for your citizenship ranking.
PS: I assume u don't get that bonus on Felucca.. since those city sigil are in trammel
