When you can't place an object on the floor, due to obstruction

place a pouch or backpack on the floor in a different spot
(with your item inside)

secure it in place ("I wish to secure this" and target the bag)

and then relocate to the place you want the item
(relocate is an option when you, right click on the secure container)

then chop the pouch or backpack and Your item will be where you want it to go.

make sure to lock it down afterwards...

I discovered this, when a mannequin was placed on the floor below
where I wanted an object placed.

It works perfectly

used to do that with a crate/box, I did not know pouch or backpack would work as well, thanks Cindy ♥

I have always used the little pouches, but never the relocation option!

ok, I always used the crates or wood boxes.  To bad you cannot do the others.  Used to be able to lock a bag /box down and use the tool to raise an item out of the box/bag.  Last time I tried that it would not work so I guess they did a little tweek on that trick as well.

i was in a hurry when I wrote that.
I didn't realize how that was worded.

You CAN use a pouch and a bag.
you CAN'T use a backpack.

I stack rough granite blocks until they are at the right height for the visual I wish placed. After the object is placed and locked down on top of the highest rough granite block, I then remove the blocks. This works well along walls and doorways of castles and keeps that have outside edges preventing normal placement.

I have a problem of trying to place something on the second floor or other floor and it "falls" down to the floor below into a container like a trunk or armoire that's on the floor below in the same spot.  Would this work to stop that from happening? Will have to try

Maybe. If you take a screen shot and post here I will try to replicate the problem and see what happens.

I wonder if this would work with wall pieces I am trying to place that won't place because of stuff above it blocking placement?
