Private Homes can host Vendors ?

I thought that only public Homes could have Vendors yet, as the picture shows, it looks like that Private Homes can indeed host Vendors....

How ?

it's an idoc, they go private regardless of whether it has vendors or not , the house will likely go OSI before dropping
