How come that none of the Summons can be summoned spawning AT SEA ?

By interacting with the current Rising Tide new content, I realized that, of all the Summons that can be summoned across the various Spell casting skills, they can only be summoned on Land or on a Ship.

None of them can be summoned at Sea to the deal with the Sea creatures THERE, in their same element...

Maybe this could be made a nice Skill Mastery addition for being a Legendary FISHERMAN ?

At least you should be able to summon a water elemental and have it get into the water. Who ever heard of a water elemental that is afraid of water.

Fire Elementals will cast on the Orcs too.
