Is code missing from the default.zip file from the September 11 patch?

I unzipped the updated default.zip file from the September 11 patch and noticed that it includes the 2 new files
.\icons\buffs_debuffs\green\39935_stamina_protection.dds
.\icons\buffs_debuffs\green\39936_paralyze_protection.dds
but it does not include the needed update to .\icons\icons.xml file in order for the files to be used.

Is this just an oversight or is it a work in progress?

Thank you for updating the .\icons\icons.xml file and fixing this in the September 18 patch.
