What level magery to use say a resurrection scroll?

It is worth noting that when casting the spell from a scroll the magery requirement is two circles lower. For example it is possible to cast gate (a level 7 spell) from a gate scroll with only 50 magery, though it may take several attempts. Failure to cast will not consume the scroll.

Silly question part 2 is that real skill? If i get to 60 with jewelry and spellbook i could in theory cast 8th circle spells?

Yes. On Siege it's possible to cast gate from a scroll using only 2 x 15 jewels, 1 x 15 spell book (tome of lost knowledge) and treatise on Alchemy library talisman.
