I only have 75million on LS and 50 million of that is on mine Vendor which is empty now, have to bring more stuff in from Sonoma in a week.

Looking at the icon it appears to be a debuff. The usual way to get rid of a stuck necro debuff has been to ask someone to cast it on you again. Can you find a friendly pvper to do that for you?

I page a GM, on that shard, after waiting for a very long time I log off, The GM caught up with me a day later on another shard, we went back to LS where he killed me to remove it. Was funny, as I had died during the event after I had got that on my buff bar, Thanks @Mariah for your suggestion. If that ever happens again I will ask.
