you have to give a fellowship coin to the worker to be able to use the teleporter there.
give one to each worker and you will receive a fellowship item that you need to get your reward from doing the shrine battles.

Praha I can give you the coins, and show you how to use them. Only the captains are still there, all the lesser spawn has gone. I'll call out in general chat when I get in game later today. (Bernice Kayke)

go to the second teleporter and walk up to the city areas.
One of those will be active.
the fellowship medallion isn't required to be used there.
someone on your shard can show you how to turn the necklace blue.
Then you would be able to fight the shrine battles, but you would have to have mysterious fragments to start them at the actual shrines.

You do not need a medallion to do shrine battles. You just need a Medallion that completed the quest to enter the reward area.

He's done the battles, he's got a tabard. He just didn't look far enough for the captains. They were way up at the Minoc instance at the top end when he looked, but I killed the lighthouse there after my earlier post, so now they're down in the moonglow instance nearer the entrance. I showed him last night.

How does one get a fellowship medallion. I was deployed at the time when the event was taking place.
