I was changing a few settings this morning and my Journal disappeared. I can't find a setting for this. Anyone know how I can turn it back on?

Are you using the classic or enhanced client?

After shutting down the client try deleting the folder Documents\EA Games\Ultima Online Stygian Abyss\User Data\UO_ChatWindow

you still have the 'system' tab? Right click on it, select 'new tab' then re-name the new tab to 'journal'

Deleting UO_ChatWindow got it
