Doesn't make any sense why the house must be public in order to place this.

I get that it needs a vendor slot but it also uses 125 house lockdowns. Is it absolutely necessary to use a vendor slot?

Please change to work in private and public houses.

Because there had to be a penalty against it or it nullifies the use and need for the Mannequin deed.
