Luck and loot from pirate ships

Does luck have an affect on the loot you get from pirate ship holds and chests? If it does then at what point is the luck factored in? For example when chests first appear or when the ship is scuttled and you can then board it?

I've seen luck influence the loot on a Dread Pirate, but never the chests themselves.

It does not, the contents of the chests/cargo are generated long before you potentially plunder them.
