I was wondering what you were refering too. I have no idea what downloads need to be signed?

He is referring to the installation programs that you download from https://uo.com/client-download/ . For example UOEnhancedSetup_4_0_10_1.exe and UOClassicSetup_7_0_24_0.exe.
