Town Cryer quest for Exploring the Deep will not complete.

I got the quest from Town Cryer first, then went to Hepler and did it in its entirety. I have the title, so I know it is complete. I went back to Hepler, but the quest will not complete in my journal. What am I missing?

You have done all the steps up to, and including, descending to the Ararat?

I entered the whirlpool and descended. I did not enter the actual ship, however. But since I was granted the title, that seemed to be the conclusion of the actual Exploring the Deep quest. Just did not conclude the Town Cryer part of it. Guess I will muck around down there for a bit...
