What quest step am I missing for NL final event?

Please help! I beat Viktor without having the quest to get the statue at end.

Went back, talked to the Archmage standing by bubbles at Moonglow Inn, then talked to the NPCs at the MG Telescope area with turn in guy.

Beat Viktor again, no statue. No quest update. Can't even find the quest in my quest listing.

Can someone please list the steps needed for the final event quest.

I am so SO frustrated with this NL quest. Between the constant Disconnects and complete lack of information on the event or the rewards I just want to stop playing it. Whoever did the last prodo quest did a wonderful job. Whoever did this final NL publish put in minimal effort.

You get the Victor quest after you hear the long speech?  Ive got it on first two guys can not get it on the third.  I have heard the speech twice on him.

I'm not entirely sure, but I suspect it's on a timer like the legendary foes, you only get the quest offer at certain intervals? I've fought Victor several times now, but only had the quest offer once.

After doing it the first time.

My other 2 guys click one of the guys at the turn in area.  One gives Victor, one gives the 4 horsemen. 

If you don't take those you miss the rewards from the quests.

The second time on, you do the horsemen,  you kill 4, doesn't matter which 4.

Found out you get the quest by going to his lair, even tho no quests were open..

After you kill Victor, Uwe Gives the quest again.  I think Slovin Gives the horsemen quest again.

Do those and get more points.

Just to clear up any confusion, here is how you acquire all the quest objectives for The Fractured Veil event:

Prologue Quest
- Requires your character to have completed their base narrative path, or complete the divergent path
- Can be acquired from Archmage Elidyr in Moonglow

One-Time Kill Quests
- Each Harbinger and Victor Blackthorn have a 1-time quest objective that is offered when you approach their area. There is no NPC to talk to, these are automatically offered.
- You must have completed the prologue quest to be eligible to receive these quests.

Repeatable Quest - Kill Invasion Creatures
- The repeatable quest from Cleisha, to kill void creatures in invasion towns, can be accepted at any time, but you must have completed your base narrative path.

Repeatable Quests - Kill Riders of Ruin and Victor Blackthorn
- These can only be accepted after you have completed the One-Time quest to kill Victor Blackthorn. Once you have completed that, you can pick up these repeatable quests.
