I believe it takes place in September according to the Britannian calendar, but sometimes Sully isn't there even if the event is listed on the calendar. Are there any conditions that must be met?

Both NL and JPNL are currently in September, but while Sully is present on NL, he's not appearing on JPNL. Also, it seems he wasn't on NL yesterday either.

I did just check New Legacy and he does appear to be there (perhaps he had too much to drink yesterday?) today.
As far as New Legacy Japan, I have passed it along to the Devs that he seems to be missing from his post. (Again, likely too busy drinking at the tavern again...

)
