If you did MoE with a Garg you got the Throwing weapon version of the bow. I have not seen proof that you can't convert the weapons and shields, or that a Garg wont get those drops. Instead of recipe, they can create an exchange programme, like the cleanup but done differently. Kyronix has said that making new recipes is more work than people think due to having to update crafting screens in addition to the other mechanics for said item. I'm not disagreeing with you because I like giving crafters more of a purpose but I think recipes are going to be a tough sell.
