actually the notification on the stone says 'begins after 11-27-23 23:16
It doesn't say how long after. It has been known to start a day or two after the time given. You will have a week to submit your nomination, just keep checking back at the stone.

It’s is generally on the last day of the month. But even that isn’t guaranteed.
