Don't believe everyone... go straight to the source which actually says when it will be available.
UO.com says April 3 at 12:00pm.

The EM's / Dev's usually have to manually place them....how many times have we done this???
And yes it does say Beginning April 3rd at 12:00 PM EASTERN
That's 2 more hours...give them time....
