I have a fresh tame Tsuki, it has 17.9 Necro and SS. But it will not use it, and it is not gaining at all. Any tips?

As I understand it, Necromancy on pets is a passive skill unless selected through animal training. If I am remembering correctly, on a pet with the passive skill, activating it will cost no points.
