In theory and fame level 4 creature in tokuno has same chance at dropping a bokuno right? Is it the density and rapid respawn that makes them the best choice?

Yes. They die fast, especially to a tamer. They have decent gold and fame. So players will do them for the fame and gold.
Plus the Bukotos, some dont know to look for them.

Because the Dojo is classed as a dungeon... and you need to be in a dungeon generally to get the splinter property. (I'm aware fel, ilsh and tmaps also apply... its a guideline not a rule)

Yes, dungeons work. Got lots of macing splintering weapons when I was training in the painted caves. Also, lots of bandages.
